Biography

W. Riley Waugh is a Senior Research Consultant at JSS. Mr. Waugh has over 20 years experience in criminal justice. Ten of those years were as the executive of non-profit corporations specializing in alternative sanctions and offender re-entry. As the Director of Alternative Incarceration Centers, Mr. Waugh worked with the State of Connecticut’s Office of Alternative Sanctions to establish a successful model for supervising and treating serious offenders in the community, and to replicate that model across the state. He partnered with the National Institute of Justice to create the first national standards for certification of Alternative Incarceration Centers. During this time he received intensive training in Volunteer Management in criminal justice with Volunteer, Inc., the University of Wisconsin and the University of Alabama and several nationally recognized volunteer programs.

For more than 13 years, Mr. Waugh worked as a certified police officer in both local and state agencies. Working directly under the Commissioner of Police for the United States Virgin Islands, Mr. Waugh was responsible for policy development, legislative relations, speech writing, and community relations. In that role, he led the development of the Department’s first long term strategic plan. Very familiar with all relevant OMB circulars as well as review and auditing procedures, budget development, and contract negotiations, he served as Grants Manager administering over ten million dollars of federal grant awards, Asset Revenue Equitable Sharing funds, and special appropriations.

Mr. Waugh has sat on the Executive Committee of major non-profit corporations and trained in board/executive relations.
